Counseling project for enhanced livestock water pollution control and declaration of water pollution fee payment

The Water pollution control act and the Water pollution control feecollection regulation was revised and announced on February 4th, 2015 and March 31st, 2015, respectively. Livestock industry will pay for the pollution control fees from 2017 by the Environmental Protection Agency (EPA), the Executive Yuan, Taiwan, R.O.C. The model of livestock manure management has been transformed toward to a resource recycling model as organic fertilizers by following international trends. Additionally, Plan for Implementing Liquor and Fiber Digestate as Fertilizer for Farmlands, Chapter 10-1 of Water Pollution Control Measures and Test Reporting Management Regulations was revised and announced on December 24th, 2015. Based on the regulation, liquor and fiber Digestate from anaerobic digestion of animal manure can be applied to farmlands as fertilizers and increase soil fertility. Besides, biogas should be collected from anaerobic digesters. The objective of this project is to assist the government for promoting digestate from anaerobic digested manure wastewater as organic fertilizers and applied to farmlands. This can create a four-way win situation for livestock farming, agriculture farming, agricultural enterprise, and water environment. There are 16 single-windows in counties and cities. Total 10 propaganda seminars, 1 seed teacher seminar, 3 demonstration seminars for digestate land application, 20 wastewater management seminars, 180 livestock visit for promoting digestate application,, and 10 applications for permission of farmland use were carried out in 2019. Moreover, counseling 477 declaration cases of livestock wastewater management was completed and total payment rate of water pollution fee by livestock farms is over than 99%.
